The leaders are clearly worried by a rash of large-scale protests and rioting over localised issues involving land seizures, evictions, poor working conditions, corruption and environmental damage, with the Ministry of Public Security (police) reporting some 74,000 separate protests last year.
The President and party general secretary, Hu Jintao, is expected to try to dump allies of his predecessor, Jiang Zemin, from key positions, among them those dominating the key economic centre of Shanghai, symbolised by its space-age skyscrapers and showrooms for luxury items such as Rolls-Royce and Ferrari cars.
